GOVERNANCE OF THE ENERGY UNION. THREE EVALUATIONS FROM THE EUROPEAN COMMISSION

Abstract: The article presents the development and requirements for the progress of Energy Union in the light of European Commission's evaluation reports. It should be noted that the last two reports from 2017 are focusing on energy transition, the role of consumers, improving infrastructure and interconnections, investment opportunities, the strong external dimension of energy union. Energy Union with its five dimensions closely interlinked and mutually reinforcing (energy security, solidarity and trust; a European energy market fully integrated; energy efficiency that contributes to moderating demand; decarbonisation of the economy; research,innovation and competitiveness) needs an effective governance system, with the participation of several actors. The regulation proposed by the European Commission on November 30, 2017 insisted on the five dimensions and on the ambitious targets set for 2030 and was part of the package Clean Energy for All Europeans, which also includes the option to revise the Energy Efficiency Directive (November 2016) Directive on renewable energies (November 2016), amending the Directive on the energy performance of the buildings(November 2016) Regulation and the Directive on the internal electricity market (February 2017), Regulation on the European Agency for the Cooperation of Energy Regulators on - ACER (February 2017). In this article we propose an analysis of the key elements regarding the regulations and progress of the Energy Union governance, in the light of the current European legislation, but also taking into account the evaluation reports of the European Commission.
