COMMON FOREIGN AND SECURITY POLICY: REQUIREMENTS AND CONTENT

Abstract: The article tries to analyze the objectives and content of Common Foreign and Security Policy (CFSP) in the context of external and internal developments, especially in terms of tension relations with its main strategic partner, the US, and the complexity and difficulty of problems and phenomena such as those related to migration, terrorism, military industry, global governance. CFSP is faced with many challenges, some of which are covered by the EU Global Strategy published in 2016 which sets out some principles and priorities for EU external action. The aim to achieve a Union of Security and Defense until 2025 is based on European Commission Reflection Paper on the Future of the European Defense from 7 June 2017.The three scenarios presented there have in view basic steps,trends and strategic directions, they contain different levels of ambition to achieve the union, in terms of solidarity, operations, capabilities, military industry, use of financial resources. The EU should concern itself further with priority for three vital areas: trade, non-proliferation and climate changes,so the EU will remain with China one of the responsible leaders in the global governance.
