THE FIFTH EVALUATION REPORT OF THE STATE OF ENERGY UNION FROM 2020

Abstract: The Energy Union is an important component of the EU Economic Union, as highlighted by the2015 Report of the 5 Presidents. It has 5 closely linked and mutually reinforcing dimensions: 1) Security, solidarity and trust 2) A fully integrated energy internal market 3) Energy efficiency 4) Climate action, decarbonising the economy 5) Research, innovation and competitiveness. Since its launch in 2015, the European Commission has published several packages of measures and regular progress reports, which monitor the implementation of this key priority, to ensure that the energy union strategy is achieved. The 5 evaluation reports were based on the investigation of the situation of the 5 dimensions. The Regulation on the Governance of the Energy Union and Climate Action entered into force on 24 December 2018 as part of the package Clean Energy for All Europeans. The fifth report on the state of the energy union reviews the 5 dimensions, the situation of the union from the broader perspective of the European Green Pact, which is considered an essential instrument for achieving the energy union-just transition, air quality and international dimension, also the goal of a green recovery and a sustainable economy-transforming the EU energy system, raising the level of ambition in climate, energy and climate policies essential for recovery.
