TRANSATLANTIC TRADE AND INVESTMENT PARTNERSHIP: THE ROLE OF NON-TARIFF BARRIERS TO TRADE

Abstract:
The main purpose of the present article is to critically assess, taking into account the presuppositions regarding the non-tariff barrier to trade, the findings of some well-known studies thathave evaluated the economic impact of Transatlantic Trade and Investment Partnership (TTIP). Thestudies considered are from: CEPR (2013), Ecorys (2009), CEPII (2013), Bertelsmann (2013). Anotherstudy taken into account in our analysis, assessing the impact of TTIP on Romania’s economy is realizedby Cernat & Lakatos (2015). According to these studies, the estimated gains from TTIP dependsignificantly on non-tariff barrier to trade reduction. The analysis of non-tariff measures in USA and EUin merchandise trade revealed that the non-tariff measures initiated exceeds the non-tariff measures inforce. This means that there is a very high probability of increasing non-tariff barrier to trade in both EUand USA. Also, the non-governmental organizations’ lobby, especially in EU, is in favor of the inclusionof stricter standards of quality (non-tariff measures) in the bilateral trade agreement between USA andEU. On this basis, we concluded that if the trend of increasing non-tariff barrier to trade will not bereversed, the estimated gains from TTIP will be significantly smaller.
