Abstract: Purpose: Nowadays, inequality between developing and under developied countries differences has a rapid increasing. Developed countries impress underdeveloped countries to become dependent through them. Methodology: For that reason, Turkey has to increase its capability of making technological innovations. Findings: It has tried to be identified by examining the expenses of R&D in public, mercantile establishments and universities in Turkey that which expense isn’t enough and which expense should be doubled. Recommendations: As a result, developing new resolution strategies will be easier.
