Draft working paper emanating from the WEP on the role of educational policies in equalizing income distribution in Latin America - discusses the implications of two different theories, the neo-classical human capital school and the labour market segmentation school, and includes a literature survey of experiences in Mexico, Brazil, Chile and Cuba.
