Abstract:
Working paper on the need to regularize illegal immigration of Mexican irregular migrants to the USA - reviews president carter's proposals with respect to partial amnesty and employer sanctions, focuses on genuine labour demand for migrant workers in context with a controlled entry programme based on work permits for legal employment, and includes texts of ILO Conventions nos. 97 and 143. Diagrams and references.
