Abstract: Working paper on import substitution through implementation of a progressive car manufacturing programme (pcmp), based on technology transfer through subcontracting between large and small scale industry in the Philippines motor vehicle industry - examines the impact of technological linkages in auto- spare part manufacturing on improving knowhow, skilled worker labour mobility, standardization, etc., and considers obstacles to implementation of the 'japanese model' of industrialization.
