Working paper comprising three contributions on developing country taxation of brain drain, extent of migrant workers and relationships to a new international economic order - reviews various initiatives and resolutions made by Yugoslavia and UNCTAD, as well as UN Resolutions to compensate migrant sending countries, and considers the positive stance of a nieo towards migration. References and statistical tables.
