Abstract: Working paper presenting an economic analysis of the role of USA environmental protection measures in causing increased USA foreign investment in high-pollution industries in Colombia, and the impact on employment creation, income and trade - examines the impact on industrial water pollution and air pollution, exports and imports between the two countries, income transfer from Colombia to the USA, etc., And notes differences in enforcement of protective legislation.
