Towards a system of recompense for international labour migration

Abstract: Working paper presenting a recompense payment system to compensate developing countries for brain drain and emigration losses - discusses proposals such as brain drain tax, international compensatory facility, Jordan's proposal to the International Labour Conference, UNCTAD's proposal, and UN Resolution General Assembly, examines immigration trends and types that may be liable for compensation, amount to be paid and likely operational problems, comments on labour legislation, and includes a model international agreement. Bibliography pp. 77 to 81.
