Working paper comprising an evaluation of government policies and development projects for rural area industrialization, esp. In the Punjab Region, Northern India - after discussing regional level industrial structure and employment opportunities, makes a cost benefit analysis focusing on prices, discount rates, wage rates of unskilled workers, subsidies, raw materials, equipment, economic indicators, etc. Statistical tables.
