Abstract: Working paper on administrative aspects of the control of irregular migrants (specifically migrant workers) by the public authorities in Greece, Italy and Spain - covers possible means of detection and obstacles to their effectiveness; discusses migration policy and the legal aspects of sanctions or of regularisation by according a residence permit or a work permit; suggests international cooperation as a possible solution to the problem. (Restricted).
