Abstract:
The study aims to assess the labour absorptive capacity of the enterprise economy, to uncover the nature and scope of training, employment and income opportunities available and to identify a set of policy alternatives which could enhance its potential role in the development process - rather than continuing with a policy of "benign neglect" this branch of the economy should be given full recognition and be fully incorporated into the development planning process. In order to fulfil its role as a supplier of basic needs goods and services for the population of labour, small scale pilot projects are required which help to provide basic tools and equipment, raw materials and infrastructural facilities, e.g. workshops - for manufacturing activities. Major emphasis should be given to re-directing activities from trade towards manufacturing and services.
