Abstract:
Working paper on industrial development, based on a sample of 81 small scale industries producing agricultural machinery in Uttar Pradesh, India - explains industries' stagnation due to failure to produce technological change and innovations; stresses need for marketing and publicity for inexpensive agricultural equipment rather than state subsidy to produce expensive tractors, etc. Bibliography, statistical tables.
