Adjustment lending, conditionality and public capital expenditure in sub- saharan Africa: an overview

Abstract: Explores the effects of adjustment lending and donor conditionality on public investment. Compares public expenditure in countries that have undertaken strong reform programmes with countries that have either undertaken weak reform programmes or no programme at all.
