Abstract:
Presents a model for creating an index measuring basic workers' rights around the world, using two major indicators: adherence to and implementation of the core ILO Conventions. The adherence indicator measures ratifications of Conventions and fulfillment of reporting obligations while the implementation indicator draws on information from the ILO's supervisory machinery and complaints procedures.
