Labour market institutions and policies in the CIS: post-transitional outcomes

Abstract: Describes the development of labour market institutions and policies in eight Commonwealth of Independent CIS countries (CIS) during the transition period. Shows that in many CIS counties public employment services lost resources, staff and authority, crippling their capacity to replace the lost income for unemployed. After two decades of transition the typical outcomes in CIS include partial replacement of unemployment insurance with targeted social assistance.
