Abstract:
Provides conceptual remarks and recommendations for a macro-approach to assess the cost for providing essential health care in a population. The approach proposed in this document is based on aggregate data that is more easily available and uses indicators for staff, medicines and infrastructure as inputs to a health care system. It argue that these inputs are, in principle, sufficient for costing essential health care to all of the population.
