The Bangkok Blueprint for Fraud-Resilient Financial Services
International Monetary Fund
No 2026/038, IMF Policy Papers from International Monetary Fund
Abstract:
To safeguard trust in the financial system and support financial inclusion, consumer protection, integrity, and stability, this paper sets out 12 key considerations (KCs) to address cyber-enabled fraud in financial services. These KCs are intended as a high-level blueprint with a focus on the financial sector—titled the Bangkok Blueprint, and launched during the 2026 IMF–WBG Annual Meetings in Thailand—to guide national policymakers, regulators, financial institutions, financial infrastructures, and other stakeholders in identifying vulnerabilities and in designing and implementing comprehensive mitigation approaches.
