Republic of Estonia: 2026 Article IV Consultation-Press Release; Staff Report; and Statement by the Executive Director for Republic of Estonia

International Monetary Fund

No 2026/243, IMF Staff Country Reports from International Monetary Fund

Abstract: The 2026 Article IV Consultation discusses that a sizable fiscal expansion has lifted Estonia’s growth, but higher energy prices are weighing on the recovery and raising inflation risks. Higher energy prices are expected to weigh on consumption, investment, and external demand, while increasing inflationary pressures. The impact of deficit-financed tax cuts may be moderated as households save part of their additional income, while the high import content of military equipment is likely to limit the domestic multiplier from increased defense spending. Consequently, economic growth is projected to remain moderate amid substantial uncertainty, with downside risks to growth and upside risks to inflation. Financial stability risks also warrant close monitoring given sustained credit growth, elevated exposures to real estate and construction, and increasing reliance on less stable funding sources. Maintaining the current tight macroprudential stance is therefore important for preserving resilience, with buffer releases considered only during severe downturns that materially constrain credit provision. Structural reforms remain essential to strengthening productivity and supporting economic transformation. Priorities include improving labor allocation, deepening capital markets, expanding domestic energy generation, and strengthening regional energy-market integration to reduce electricity costs and mitigate energy-price vulnerabilities.
