Abstract:
This manual evaluates the IMF’s Public Investment Management Assessment (PIMA) Capacity Development (CD) since its launch in 2015, assessing performance, lessons learned, and recommendations for improvement. The evaluation covers PIMA CD activities from inception through FY25 and aims to enhance the quality of FAD’s infrastructure governance work. It applies the IMF’s Common Evaluation Framework (CEF) and uses the internationally recognized Development Assistance Committee (DAC) evaluation criteria—developed by the OECDs—to support evidence-based decision-making. These criteria include Relevance, Coherence, Efficiency, Effectiveness, Impact, and Sustainability, providing a comprehensive basis for evaluating interventions.
