Abstract:
Thank you for giving me the opportunity to review the author's paper on sealed bidding using chance-constrained programming. I also had a knowledgeable colleague. Mr. R. V. Clapp, look at the paper so that what I give you will be the consensus of our reviews. You may tell the authors anything which I tell you. This actual referee's report is published as an object lesson: good intentions and an algorithm do not necessarily make an application.
