Applications of Incremental Economic Analysis for Public Sector Decisions

Abstract: This paper describes a “common sense” model to address two decision problems and one information problem. These are: (1) Should a light plane pilot training program be implemented at the United States Air Force Academy? (2) Should a waiver from stringent visual requirements for pilots be granted to Air Force Academy graduates? (3) How can the high cost of education at the United States Air Force Academy be justified? For decision problems (1) and (2), the analyses described resulted in the implementation of a new light plane pilot training program at the Academy, and in the continuation of a policy to grant waivers for Academy graduates to enter pilot training. The questions raised about the high cost of the Academy were answered by securing and disseminating information about the value of an Academy graduate. Critical data assumptions are compared to data made available subsequent to these analyses.
