Abstract: This paper describes the public expenditure in culture of the three levels of governmentin the year 2002, analyzing the amount of the cultural expenditures and thepossibilities for the application of the Amendment, article 216 of the FederalConstitution, meaning, PEC 310/04. It also makes some considerations in respect tothe role of the cultural councils in the National Cultural System. Therefore, itintends to justify the need for a political agreement in the elaboration of a nationaland decentralized system, funded in the social participation and co-management ofcultural policies.
