Apontamentos Sobre a Criação de um Sistema Nacional de Indicadores em Direitos Humanos

Abstract: O presente texto aborda a criação de um sistema de indicadores em direitos humanos, analisando as potencialidades e os desafios conectados a tal empreendimento. A análise foca sete pontos fundamentais. Partindo de uma discussão sobre as diferenças dos indicadores em direitos humanos ante os indicadores sociais, o autor apresenta os argumentos em favor da possibilidade e da necessidade de um sistema de indicadores para a área. Em seguida, debate-se o método de trabalho desenvolvido no âmbito do Alto Comissariado das Nações Unidas para os Direitos Humanos (ACNUDH), analisam-se algumas especificidades do caso brasileiro e aponta-se para alguns dos riscos da construção de um sistema de indicadores que não observe criticamente o contexto internacional em que a demanda por informações sistemáticas se insere. Por último, visando subsidiar a construção de uma política pública nacional para o tema, o texto apresenta princípios normativos, conceituais e metodológicos que auxiliariam na construção de um sistema de indicadores ao mesmo tempo relevante para os diversos stakeholders, conceitualmente embasado, transparente metodologicamente e congruente com a episteme dos direitos humanos. The article analyses the potentialities and challenges facing the creation of a human rights system of indicators. The analysis focus on seven fundamental points. Starting with a discussion on the differences between human rights indicators and social indicators, the author presents the arguments in favor of the possibility and necessity of a human rights system of indicators. Also, the framework developed by the United Nations High Commissioner for Human Rights (UNHCHR) is discussed and some specificities of the Brazilian case are analyzed, pointing to some risks involved on the construction of a system of indicators that do not observe critically the international context at which the demand for systematic information is present. Lastly, aiming at subsidizing the construction of a national public policy for this theme, the text presents some normative, conceptual and methodological principles that would help on the construction of a system of indicators that is at the same time relevant to the multiple stakeholders, conceptually substantiated, methodologically transparent and congruent to the human rights episteme.
