Abstract: Este texto argumenta que, embora tenha progredido substantivamente na regulação da área de segurança e defesa, a sociedade brasileira tem ainda muito a fazer neste campo com vistas a fortalecer suas instituições e aperfeiçoar sua democracia. O texto examina aspectos históricos da relação entre civis e militares no Brasil e expõe valores típicos da formação militar vistos do ângulo civil, realçando a necessidade de se ampliar o conhecimento mútuo destes dois segmentos da sociedade brasileira. Defende, ainda, que o processo de transição democrática brasileira ainda não se completou no que diz respeito ao tratamento dos erros e acertos cometidos durante o período autoritário que se estendeu entre 1964 e 1985. Ao registrar o enorme avanço promovido pela publicação da Estratégia Nacional de Defesa, aponta-lhe insuficiências. Por fim, propõe maior envolvimento da sociedade, especialmente por meio do Congresso Nacional, no processo decisório sobre a matéria. This chapter argues that notwithstanding the recent improvements, the Brazilian society has still much to do to strengthen its institutions and to enhance the quality of its democracy concerning the regulation of security and defense. It examines historical aspects pertaining civil-military relations in Brazil and discusses key values in the formation of the military from a civilian standpoint. It also focuses on the transition to democracy from the most recent authoritarian period (1964-1985), which is still to be properly evaluated in terms of its achievements and errors. It further examines institutional innovations such as the National Defense Strategy, which despite its shortcomings constitutes a significant step forward. Finally, the argument favors greater involvement of the Brazilian society, particularly through the Legislative Power, in the decisionmaking process concerning security and defense issues.
