Educação Superior Uma Comparação Internacional e Suas Lições Para o Brasil

Abstract: Neste Texto para Discussão, compara-se, usando dados de 2006, o sistema brasileiro de educação superior com o de cinco países bem-sucedidos nesta área, que realizaram esforços consideráveis de expansão da educação superior. Os resultados sugerem trade-offs entre os objetivos de acesso e equidade, por um lado, e de qualidade e custo, por outro. Isto implica a necessidade do estabelecimento de prioridades. O sistema que mais se destacou foi o norte-americano, seguido pelo britânico. Contudo, não se pode garantir que estes sistemas sejam facilmente replicáveis, inclusive em seus resultados. As principais recomendações de políticas para o Brasil são: a elevação da eficiência do sistema público de ensino superior, por meio da implantação de mecanismos de incentivos similares aos da pós-graduação; o aumento relativo do pagamento de bolsas e da concessão de financiamentos para estudos no setor privado; e o investimento massivo nos níveis inferiores, como forma de elevar a equidade do sistema. In this paper we compare the Brazilian tertiary education system to the ones in five well-succeeded countries that have promoted significant efforts to develop their higher education, using 2006 data. The results suggest trade-offs between the goals of access and equity, on the one hand, and of quality and cost, in the other. This implies the need for the establishment of priorities. The main highlight was the American system, followed by the British. Though, it is not possible to ensure that these systems, or their results, can be replicated. The main policy recommendations for Brazilian undergraduate education are: the promotion of efforts create an incentive mechanism similar to those present in graduate education, mainly in order to increase the efficiency of the Brazilian public institutions; the relative increase of state-funded scholarships and loans for students heading for the private sector and the heavy investment on the lower levels of education, as a way to elevate the equity of the system.
