Abstract: O objetivo deste trabalho é analisar em que medida a mudança de escala impacta as dinâmicas participativa, representativa e deliberativa das conferências de saúde realizadas em Belo Horizonte nos níveis local, distrital e municipal. Partimos da hipótese de que esta mudança de nível impacta tanto i) a utilização das regras, impondo um grau de formalismo maior à dinâmica interna das conferências, quanto ii) as diferentes interações que ocorrem no interior destes espaços. Palavras-chave: Conferências de saúde em Belo Horizonte, sistema integrado, deliberação, participação, representação. The aim of this paper is to analyze to what extent the scale changing impacts the dynamics of participatory, deliberative and representative of the Health Conference held in Belo Horizonte. The hypothesis is this changing of level - from the local, to district and to municipal level - impact both (1) the rules, imposing a greater degree of formality to the internal dynamics of the conference, and (2) the interactions that occur within these spaces.
