The public policies of the mexican agricutural sector in the framework of the international economy

Abstract: Public policy should be directed to the economic and productive optimization of a sector. Howev er, this has not happened for the Mexican agricultural sector. The reforms in this sector have been determined by the stabilization and structural reforms for economy, and not by the real needs of agriculture, which has turned Mexico into a net food importer, unable to satisfy its domestic demand, with poorly developed markets, poor productivity and low levels of income for most producers. In the international context, the country has unilaterally opened its markets filling it with highly subsidized imported products which has caused bankruptcies, migration and that many producers end up being a easy target for the drug trafficking. However, there is still time for a timely and successful public policy./ La Política Pública debe orientarse hacia la optimización económica y productiva de un sector. Sin embargo, esto no ha sucedido en el sector agrícola mexicano. Las reformas en este sector han sido determinadas por la estabilización y las reformas estructurales de la economía, y no por las necesidades reales de la agricultura, que ha convertido México en un importador neto de alimentos, incapaz de satisfacer la demanda interna, con mercados poco desarrollados, baja productividad y bajos niveles de ingresos para la mayoría de los productores. En el contexto internacional, el país ha abierto sus mercados unilateralmente llenando con productos importados subsidiados que han provocado las quiebras, la migración, y que muchos productores terminan siendo un blanco fácil para el tráfico de drogas. Sin embargo, todavía hay tiempo para una oportuna y acertada política pública.
