Cutting Verticals Down to Size: Congress, The Farm Bill and Packer Control

Abstract:
Congressional proposals to limit packer ownership or control of livestock in the 2002 Farm Bill are outlined, and the economic arguments by various participants in the policy process are outlined. A proposal is offered for more sound analysis and better dialogue among economists and policy makers to contribute more effectively to the next series of policy debates.
