Abstract: This guide is written for individuals involved in, or responsible for the transformation of the agricultural and food sectors in the transition economies of Eastern Europe and the countries of the former Soviet Union (EE-FSU). Our focus, however, centers on practical approaches for increasing the efficiency and effectiveness of the agricultural research and education systems within this region.
