Abstract: Today, the tourism industry is known as an invisible export and a smokeless industry, which plays an important role in the economic development of human societies. In addition to earning foreign exchange and creating job opportunities, the tourism industry can also cause changes in the development of other sectors such as agriculture, industry, and infrastructure provision. This research was conducted to develop tourism in Semnan province, Iran, in West Asia, using the Meta-SWAT strategic planning model. Since the main axis of development of Semnan province is defined in the upstream document, tourism is very important and necessary. The method of this research is descriptive-analytical and applied in terms of purpose. The method of collecting documentary data is a survey. Its statistical population includes 25 experts in the field of tourism. The Meta-SWOT model was used to analyze the research data. The research findings show that the most important factor at the macro level for the development of tourism in Semnan province is attracting international tourists, and the most important strategy for competing with its regional competitors and transforming this province from a transit point to a tourism destination, as well as strengthening the institutions of the ecotourism chain, aligning government executive agencies, and public participation in this field. Other influential factors include strengthening and developing infrastructure and creating tourism events according to the capacity of cities and villages in Semnan province.
