Business Continuity Planning for Enterprise Applications: A Tiered Recovery Framework for 60+ Application Portfolios

Abstract: Enterprise organizations that operate large, interdependent application portfolios face a distinctive and underexplored dimension of business continuity planning. When a portfolio contains sixty or more production applications spanning multiple technology generations, integration patterns, and business criticality levels, the conventional approach of applying uniform recovery standards across all systems produces both operational inefficiency and residual compliance risk. This paper presents a Tiered Recovery Framework designed specifically for organizations managing portfolios of this scale and complexity. Drawing on systems architecture principles, risk management theory, and practitioner evidence from a healthcare payer environment, the framework classifies applications into four discrete recovery tiers on the basis of business impact, integration dependency depth, regulatory obligation, and technical recoverability. For each tier, the framework prescribes differentiated Recovery Time Objectives, Recovery Point Objectives, testing cadence, and governance accountabilities. The paper further examines the organizational and procedural mechanisms required to operationalize tiered recovery at scale, including application inventory governance, dependency mapping methodology, test program design, and executive oversight structures. Implementation considerations particular to regulated industries, including healthcare and financial services, are addressed throughout. The findings indicate that a formalized tiered approach enables organizations to direct limited continuity investment toward the systems of greatest consequence while establishing proportionate, defensible recovery provisions for lower-criticality applications. The framework provides practitioners with a replicable structure applicable to complex enterprise environments across regulated industries.
