Abstract:
The article contributes to the growing strand of the literature on the scientific mobility and migration in the European Union (EU) and the Eastern Partnership. The paper provides the quantitative assessment of the costs and benefits of ‘smart’ labour migration in the Eastern Partnership (EaP) countries (particularly, Ukraine), explores the potential of future new rules for the mobility within the EU-EaP, and proposes some policy recommendations to enhance the benefits stemming from such flows. One of the rigorous idea – to provide an explanation whether the scientific migration and mobility, and remittances impact on economic development in the donor and recipient states, and, in particular, how important it is as a resource for the EaP enhancing. The convergence effect of scientific migration in the EU and the Eastern Partnership region is considered by means of calculative assessment.
