Abstract: Understand the term poverty is concerned; it is to identify the level of conditions expressing conditions deficiencies in the population. By analyzing what is required in principle, social theory developed which establishes the first signs of which represents a level of insecurity and its impact on social development. This will generate appropriate to the nature of the state public policies, social vocation which allows you know the effectiveness of existing policies.
