Economía social y pobreza absoluta: ¿redistribución o crecimiento?

Abstract: The purpose of this paper, as indicated by the author, is to open a discussion about the relationship existing between the proposal of establishing a Social Economy Regime (system), in Colombia, and the goal of eradicating "absolute poverty" using as framework, the recently published Social Economy Plan, 1987-1990. The author divides his work in four parts: 1) The context: Social Economy, where the goals of a system of social economy, are stated; 2) the text: the Development Plan which includes the contents of the present government's Plan compared with previous ones; 3) the concept of "absolute poverty": that coincide in eradicating absolute poverty; the concept of absolute poverty, as defined by the government's plan and the strategies proposed to eliminate absolute poverty and finally; 4) the plan's limitations.
