Abstract:
The regime utility services in Colombia was established by Law 142, 1994. This law led to the configuration of a mixed model of rendering public utility services in the country. After more than ten years of this law, this article inquires into sustainibility and durability of the current model. In order to fullfill this objective, the analysis is carried out from four perspectives: property, financing, competence, and regulation. Such sustanibility, is concluded, will depend on several variables like political will of the state, the performance of state enterprises, and the incentives so that the private sector maintains and expands its investments.
