Abstract: First, the basic idea that gave birth to the 1957 Index was quite limited. It was in the wake of serious economic turbulence in the years immediately preceeding its construction, - nationalization of foreign companies, a serious drop of over 50% in the value of the rupiah within a year and general dissatisfaction eventually leading to rebellions against the government, that then-First Minister Djuanda asked the question how all these would effect the fate of the low-income workers. He therefore instructed the Ministry of Labor and the Central Bureau of Statistics (CBS) under the guidance of its ILO advisor, the late Dr. N.K. Adyantaya, to undertake a family-budget survey. The concentration of the Index that was there by produced was therefore on the low income groups. Because of limitedfinandal resources and scare skills and due to the insistence of the Government that results be produced immediately, only a very restricted survey could be undertaken. The smallpurposive-sample was limited to about 300 low income workers in some manufacturing industries in Jakarta.
