Abstract: As a part of political economic system and bureaucracy instrument, the budget system is very important for economic and social development. The composition of budget shows policy aims and target of social and economic growth rates. Basically the aim of a budget system development is to get a better allocation and use of limited funds to raise its effectiveness on achieving itsgoals. Decreasing government revenue and increasing "SIAP" push the Indonesian government to modify its budget system. This paper discusses the ZBB (Zero Base Budgeting) as the alternative, and shows some constraints to implement successfuiiy this alternative.
