Abstract: The fact that regional governments financial sources increase relatively less than their responsibiiities to provide public goods and services is the main problem facing by regional governments. The increasing responsibiiities, among others, are due to increasing population and urbanization. This paper analyzes the Indonesian regional finance, focusses on the centrai-regionai financial relation. It starts with analyzing the Indonesian budgets (APBN and APED) and follows with a comparative study to other countries, such as India, Phiiiipines, Thaiiand; Yugoslavia, Australia and U.S.A. It concludes that the centrai-regionai financial relation is not independent to their responsibiiities. There are common phenomena among developing and developed countries, that the dependency of regional governments to their central government is increasing, the portion of regional expenditures on primary education is high and defense responsibility is on central government.
