Abstract: This article is concerned with the historical development, meanings, scope, approaches, methods, and techniques of "policy analysis" as well as its wide application, viewed from the discipline and system of administration. The history of mankind has produced a civilisation product, that is a system as well as a discipline, called administration. The administrative science's "scientific revolution" which has gone through the "structural-functional paradigm" (classical) to the "behavioural paradigm" (neo-classical) and to the "systemic paradigms" (modem), has reached the sophisticated era called "deterministic paradigm". At this latest stage, administration may be defined as "a system for managing 'policy cycle'" which consists of policy formulation, policy implementation and control, and evaluation of policy outcomes"
