Abstract: In facing globalization and liberalization era, a nation can no longer maintain the conventional strategy that put empliasis on the abundant natural resources and cheap (low skill) labors as the main sources of its competitiveness. Rather, a nation should now directed toiuard technology and high skill labor to gain or even increase its competitiveness. This paper discusses the labor quality in Indonesia. It has been observed titat during 1980-1990 tlie quality of Indonesia's labor ivas ratlier improved. This improvement, however, was still less than expected. Therefore, training and education Irnve to be more developed in order to increase the quality of labors. In addition to tltat, the policies and rules regarding labor's mobility across countries are also worth to be considered.
