Abstract:
TIlis article highlights the development of national cloves problem from the perspectives of institutional economic theory. It argues that luith its shortcomings, overall, the cloves' controlled marketing policy has been on the right track, i.e. going towards the attainment of its three main objectives: enhancement of farmer's income and well-being, empowerment of KUD as a vehicle for enhancing farmer's income and well-being, and guaranteed the continuity of cloves supply for cigarette 'kretek' industry. The tree main problems which seem to impede the acceleration efforts to achieve the three main objectives are cloves oversupply, lack of competency of KUD, Puskud, Inkud, and institutional and business networks among them, and the funds needed for procurement and buffer stock of cloves that become bigger and bigger.
