Abstract: This paper initially deals with the question of how to explain the powerful influence of interest groups on political decisions. This is done by using the theory of interest groups, an important branch of public choice. The negative and positive effects of interest groups on social welfare are discussed. Subsequently, normative conclusions for desiging the institutional framework of interest groups are drawn on the basis of the theoretical insights. An attempt was made to show reasonalbe steps of reform that can be taken to improve welfare effects.(Original text only available in german language)
