Abstract: The European Union established, since 2000, a major objective, the development of human capital, so that, by 2020, we may have the most dynamic society and an economy based on knowledge. In the current context of economic development, human resources are the primordial element of competition. The investment in human capital, education, training, and health involves the adjustment of human resources to the structural change of the economy based on efficiency. This article presents the influence of genuine “intangible assets†on the development of society.
