Implement The Policy of Taking Agriculture as the Foundation and Industry as the Leading Factor

Abstract: Taking agriculture as the foundation and industry as the leading factor is the general policy formulated by Chairman Mao for the Party in developing our national economy. Over the years, the practices of socialist construction have proven that the correct handling of the relationships among agriculture, light industry, and heavy industry in accordance with this policy is a fundamental issue relating to enlarged socialist production. It is an issue concerning our country's road to industrialization, and it has a significant bearing on the consolidation and development of the socialist economic basis, on the reinforcement of the worker-peasant alliance, and on the strengthening of the proletarian dictatorship.
