The Underground Economy in Japan
Tatsuya Yasukōchi
Japanese Economy, 1986, vol. 15, issue 2, 66-89
Abstract:
The underground economy and underground money have become popular terms in newspapers and magazines. This interest has resulted from the suspension of the Green Card system† before the law that had been adopted in the spring of 1980 was implemented due to the tenacious opposition of political and financial sectors. It is the undeniable truth that the real reason for the opposition was the intent to correct that aspect of the law that ignored the existence of underground money, which feared the tax collection agency.
