Abstract: Japanese agriculture was damaged by a very poor harvest and Japan was driven into importing as much as two millions tons of foreign rice in 1993. In addition, starting in 1995, the government was forced by the Uruguay Round of GATT (General Agreement on Tariffs and Trade) to open partially the rice market. Japanese agriculture, which concentrates on rice growing, will be pressed into complete reform by removing the embargo on rice imports.
