Socio-economic Impact Assessment of the EMBRC: A Social Cost-Benefit Analysis Approach

Abstract:
The objective of this paper is to perform an ex-ante cost benefit analysis (CBA) of the European Marine Biological Resource Centre (EMBRC). In a nutshell, it will try to compare socioeconomic costs and benefits of this infrastructure at different geographical levels (regional, national and European). This way, the study will be developed firstly assessing the impact of the infrastructure in the economic welfare of each one of the regions and countries in which it is predicted to be implemented. Then, it will also assess the contribution of the infrastructure for the economic welfare of Europe as a whole. Most of the information used in this study is based on the data collected through a survey (see Annex1 1) conducted by the Centre of Marine Sciences (CCMAR) and answered by the responsible / head of each one of the stations that are going to integrate the EMBRC. Based on this information, it was created a dataset deemed sufficient to implement this study. In order to assure the comparability of the project among different partner stations, as well as the comparison of this project with other alternative projects (planned to be carried out either by the regions or national governments), the analysis will be performed following the guidelines of the European Commission for the Cost Benefit Analysis (CBA) (European Commission, 2008). The main conclusion is that from a social point of view EMBRC is desirable, contributing for welfare creation in the regions in which it will be implemented, as well as for social welfare of Europe as whole.
